China has released a 12-point proposal for ending the war in Ukraine. Several of the measures outlined by China would offer clear benefits to Russian President Vladimir Putin, including a ceasefire measure, which would freeze Russian troops in place on Ukrainian territory. The proposal “will be a non-starter with the US and most European countries,” said Neil Thomas, a senior analyst.
