Internet and phone service has been partially restored in the Gaza Strip, ending a telecommunications blackout that caused the United Nations to suspend aid deliveries. Meanwhile, an Israeli airstrike hit a residential building in Khan Younis, killing at least 26 Palestinians. The Israeli military has been targeting Hamas in its offensive, but civilians have also been killed. The war has left Gaza's 2.3 million people critically short of food and water. Israel has agreed to allow some fuel into Gaza for humanitarian purposes, but the amount falls far short of what is needed.
